Chosen Answer:

There are 2 types of cyclones that occur, and they are formed differently.
1) Tropical Cyclones are formed via “the development of a warm-core cyclone, due to significant convection in a favorable atmospheric environment. There are six main requirements for tropical cyclogenesis: sufficiently warm sea surface temperatures, atmospheric instability, high humidity in the lower to middle levels of the troposphere, enough Coriolis force to develop a low pressure center, a preexisting low level focus or disturbance, and low vertical wind shear.” — http://en.wikipedia.org/wiki/Tropical_cyclogenesis
2) Extratropical cyclones “progress through a predictable evolution as they move up a frontal boundary, with the most mature cyclone near the northeast end of the front and the least mature near the tail end of the front.” — http://en.wikipedia.org/wiki/Cyclogenesis#Extratropical_cyclones

As for Talas, it was never a full fledged cyclone, but just a severe tropical storm. http://en.wikipedia.org/wiki/Tropical_Storm_Talas_%282011%29
